The Social Welfare Department is responsible for coordinating Hong Kong's social services, which include services to victims of trafficking. If a victim of trafficking is referred to the Social Welfare Department (SWD) for arrangement of temporary accommodation, the SWD will refer the victim to a shelter which is run or subvented by the SWD.

Objectives of services provided by SWD:
  • To promote victims' rights
  • To safeguard the well-being of the victims
  • To provide support and assistance to individual victims and their families so as to help them overcome the trauma brought about by child abuse, spouse battering and sexual violence
  • To educate the public on the prevention and proper handling of child abuse, spouse battering and sexual violence incidents
